<code>xi= kMinr*10^ar</code>, <code>xa=kMaxr*10^ar</code>となる,
範囲<literal>[xi,xa]</literal>を返します.
この範囲は,<varname>np2</varname>個の範囲に分割することができ,
各範囲は<varname>np1</varname>個のサブ範囲に分割されます.
