If you use Visual Studio Express 2008:

You need to copy in bin
f2c.exe
libf2c.dll
libf2c.lib

And click on scilab2c_f2c.sln


If you use Visual Studio 2008 Pro or more and Intel Fortran 10.x :

click on scilab2c.sln
